Herman Stigall Charged In Delco Mosque Shooting: DA

Delaware County prosecutors say they caught the man who shot a 65-year-old to death outside an Islamic center in October.

Herman Stigall is charged with other first-degree murder of Mohammad Rahman at Masjid Al-Madinah Mosque in Upper Darby, said District Attorney Jack Stollsteimer in a press conference Wednesday, Jan. 3. 

Investigators believe Stigall was hooded and masked while waiting near the Masjid parking lot around 8 p.m. on Oct. 29, according to a criminal complaint obtained by Daily Voice. 

Security footage showed him approach Rahman as the 65-year-old pulled into the lot and parked his car. "A struggle ensued," during which police say Stigall shot Rahman once in the chest and stole his Toyota RAV4. 

The victim was pronounced dead at the scene, police said. 

Detectives later tracked down Rahman's phone to a West Philadelphia storm drain and located his car nearby at South Cecil Street and Washington Avenue, charging documents say.

Investigators also said they developed Stigall as a suspect in a King of Prussia Mall robbery on Oct. 30. 

Months later on Dec. 29, the 20-year-old was spotted driving a car with a stolen license plate and was pursued by Upper Darby police into Philadelphia, authorities said. 

The chase continued on foot after Stigall crashed on Interstate 76, but he was arrested after wading into the Schuylkill River, according to the criminal complaint. Detectives said he was carrying the same "ghost gun" used to kill Rahman when he was taken into custody. 

The 20-year-old was charged with first-degree murder, felony robbery, and related counts, and his bail was denied, court records show. 

He is also charged with attempted murder, aggravated assault, fleeing arrest, and other counts in a separate case related to the police chase.
